Chief Administrator, Housing Board, Haryana, S.P. Gupta stated, “The objective of the plan is not to pocket money by selling high-end residential property through private-public partnership, as in the neighboring Chandigarh, but to negotiate deals with private players to build affordable houses.” Under certain agreed terms and conditions and the approved plan, private developers or individuals will hand over land to the Housing Board and the Housing Board will develop the entire area for purposes of the housing project or a township.
The Indian Express writes in its news “While the Housing Board will construct affordable houses on about 50 per cent of the area, the remaining half will be used by the private developer to construct houses as per his choice, including high-end properties, Gupta said.
The minimum commercial area mandatory for the housing project also will be at the disposal of the private builder. The plan, sources said, was mooted so that Housing Board’s endeavour to construct affordable housing gets a stake in private projects being undertaken in the state.
Gupta explained, “The scheme has an inherent advantage. The Housing Board will not part with its cash reserves to buy costly land for housing. Licences for housing are hard for private developers to get and require a minimum land size. In the case of the Board, the relaxation in size will be made.”
