Sixth pay commission - Let’s not demoralise defence

After sensing the mood, Antony is learnt to have assured the Chiefs that he would take up the matter with the Government. Till then, the three Chiefs have sought that implementation for officer ranks be “held in abeyance.” They have, however, thanked the Government for hiking salaries of Personnel Below Officer Ranks (PBORs) as desired. But, their grievance that the disparity between service officers and their civil service counterparts not only remains, but has increased. Basically they point out:

* Disparity in Pay Bands: The chiefs claim the Committee of Secretaries (CoS) moved the Director rank into Pay Band 4 but retained Lt. Col and its equivalent in other services in Pay Band 3. Earlier, they claim, a Lt Col got the same pay as an IAS Director and Rs 800 more than a non-IAS Director. Now he gets Rs 14000 less than an IAS director and Rs 11000 less than a non-IAS director.

* Disparity in Grade Pay: The CoS agreed to their demand to an increase in grade pay across middle-rank officers but also increased the grade pay of civil servants, thereby retaining disparity, the chiefs say. For example, he Pay Commission recommended Rs 6600 for a civil servant equivalent to a Major who was to get Rs 6100. After review, a Major will now get Rs 6600 but his equivalent in the civil service will get Rs 7600.

* Restricting elite list: The new category of HAG-plus (Higher Administrative Grade) includes all DGs and DGPs but only Army Commanders and their equivalents in other services, the chiefs complain. Their demand: all Lt. Gen officers be included in this category. The Defence Ministry is said to have conveyed that the objections are being looked into and a response will be given soon.

While Antony appears to be sympathetic, the Finance Ministry has strongly denied any “injustice” to the Armed forces in this new pay structure. Its officials are emphatic: “In no way are the defence personnel getting any lesser pay than their civilian counterparts. In fact, they will carry home fatter pay packets than civilian services and paramilitary under the new salary structures of the CPC.”

Quoting the new feature of Military Service Pay (MSP) in the CPC, officials say the Armed forces officers would uniformly get Rs 6,000 more, whereas such a pay was not offered to the civilians and the paramilitary. “Under the 5th CPC there was no compensation provided for the risk factor involved in the defence personnel’s job profile. MSP has taken care of that lacuna in the 6th CPC.”

Also, the MSP would be counted along with the Basic Pay of Armed Forces officers for calculating the Dearness Allowance (DA). “That would provide them with Rs 960 DA and the amount would increase as the DA is hiked,” is another argument. In addition, defence officers posted in Siachen would get an allowance of Rs 14,000 and an High Altitude Allowance of Rs 8,000, which adds up to a total of Rs 22,000. Earlier, the personnel were getting only Rs 7,000 as Siachen Allowance and Rs 4,000 as High Altitude Allowance, adding up to Rs 11,000.

Citing an example of the entry-level defence officers in the rank of Lieutenants and equivalent in Navy and Air Force, the officials explain that under the 5th CPC under the pay scale of Rs 8,250-10,500, they received a salary totalling Rs 15,252 as on December 31, 2005 . “On January 1, 2006 , from when the 6th CPC would be effective, a Lieutenant under the Pay Band-3 will receive an additional Grade Pay of Rs 5,400 and MSP of Rs 6,000, making his or her total emoluments Rs 27,000. As on September 1, 2008 , when the 6th CPC was implemented, a Lieutenant would get total emoluments of Rs 28, 947,” the officials add. As against this, their civilian counterparts in the pay scale of Rs 8,000-13,500 under 5th CPC had received a pay of Rs 14,880. READ MORE…

    Defence officers posted in Siachen would get an allowance of Rs 14,000 and an High Altitude Allowance of Rs 8,000, which adds up to a total of Rs 22,000. But civilian officers posted anywhere in Kashmir or NE States ie places like Guwahati, Gangtok etc get 12.5% of basic pay as allowance which army people do not get. A DG posted in Gangtok will get about Rs 12000 extra. A Lt Gen getting Rs 22000 in Siachin is not a big deal. I think more than allowances, army is concerned about downgrading of their ranks vis-a-vis civilian offices in accordance to basic pay. Only less than 3% officers reach to the scale of Lt Gen. But downgrading this post will demoralize most of the officers especially the younger ones. Secondly almost all direct recruit IPS officers reach to the scale of DGP. Do you know any other country where police chiefs and their deputy get more pay than Lt Generals. It can happen only in India.

    All allowances or special pay are given for certain purposes. These can not be taken into account for fixing the Basic Pay or degrading the ranks. Status of a post is linked with basic pay and not with allowances like NPA etc. In a highly rank and status conscious organization, much tempering with status should not be done frequently otherwise it may result in demoralization and inefficiency..

    REMOVAL OF DISPARITIES OF DEFENSE PERSONNEL
    1. It is submitted that the defense services officers of all the three services have been scandalously, shamefully and outrageously desecrated, disgraced, dishonored, besmirched and degraded as can be seen from the notification of 6th pay commission report. The public opinion is that this is the first time, when the defense persons have been treated so poorly. This fact can be seen from the past records of earlier pay commission reports. Therein, you will find that the Defense Services officers were given better pay, and allowances than all the Civil Services and Para Military Forces officers. Rather, this is the first time, when Civil Services, Para Military Forces officers and many others holding equivalent and/or even lower posts than their counter parts in defense services are given higher pay and allowance/Grade Pay.
    2. It is needless to emphasize that the financial benefit to the defense officers definitely has to be kept in mind. This is emphatically important considering their service conditions and low retirement age. However, their prestige, dignity and honor is rather that of more importance for them, which must not be destroyed, degraded and tarnished as has been done in the notified 6th Pay Commission Report. This statement is evident from the fact the seniority and status of all the Govt. employees will be determined by the Grade Pay of all the officials in accordance with the 6th pay commission report.
    3. Nevertheless, the three Chiefs of Defense Services have pointed out the degradation with vivid disparities in the Gde. Pay of some of the defense officers of the rank of Lt. Cols., Lt. Gens. and equivalent ranks of all three services, which will have adverse effects during the joint operations.
    4. With due apology, I wish to mention that in addition to the above, there are still number of more grave and worst disparities in the cases of officers of the ranks of Majors, captains and Lieutenants, and equivalent ranks of all three services as well as trainees of these services.
    5. You may kindly see that the pre-revised scales of pay of civil services officers falling in S-21, S-22, and S-23 were much less then the pay scale of Majors and equivalent ranks of all three services. Irrespective of this fact; in accordance with the 6th pa commission report notifications, the Civilian Officers of the categories mentioned ibid are given the Grade Pay of Rs. 7600/-, where as all officers of the rank of Majors and equivalent ranks of all three services have been given the Grade pay of Rs. 6600/- only.
    6. In addition, the Chief Nursing Officers of Para Military Services, the Principals of schools, Education Officers, Assistant Directors and Managers, whose pre-revised scales were 10000-15200; all of them have now been given the Grade Pay of Rs. 7600/-, whereas, the officers of the rank of Majors and equivalent ranks of all three services, earlier drawing much higher pay scale than them, have been given the Grade pay of Rs. 6600/- only.
    7. The degradation of Defense Services Officers does not end here itself. If you peruse the VI CPC report and notifications thereto, you will see, that the ‘Vice Principal Grade I’ and Post Graduate Teacher Grade I of schools whose pre-revised scale was 8000-13200 are now given the Grade Pay of Rs. 6600/-, but in the case of the officers of the rank of Captains and equivalent ranks of all three services, whose pre-revised pay was much higher than the officials mentioned above are given Grade Pay of 6100/- only. Likewise, the pre-revised pay scale of the officers of the rank of Lieutenants and equivalent ranks of all three services was starting from Rs 8250/ which is more than the officials mentioned ibid, their Grade Pay is given just Rs. 5400/- only
    8. From the above, you can very well see that this the first time when the defense services officers of all the three services alone have been scandalously, shamefully and outrageously desecrated, disgraced, dishonored, besmirched and degraded.
    9. Further, it may be seen that any officers or officials of Central or State Govt. join any service in any post, they start getting their full pay and allowances from the day they join the service. Rather, they are paid their full pay and allowances during their training period, irrespective of duration of their training. In the cases Officers and PBOR of Defense services, they are paid just stipend during the period of their initial training. Such a big discrimination and injustice must not be done to the defense services personnel alone.
    10. The 6th Pay Commission and the Govt. has very kindly recommended and accepted the prolonged and long standing/awaited demand of Military Service Pay (‘MSP’) of defense personnel. But, it is highly unjustified as to why the MSP should not be applicable w. e. f. the day the 6th pay commission is effective. Were the soldiers not the part of defense forces and/or they have not been performing their duties since 1 Jan 2006? If they are legitimate part of defense forces and have been performing their duties since 1 Jan 2006 and the 6th Pay commission is since effective from 1 Jan 2006, the MSP must be given to them w.e.f that very date and the arrears whatever due should be paid accordingly.
    11. Further, Military Service Pay is since the Pay, it is highly illogical not to considered it to calculate dearness allowance and increments on this pay. It may be noted that the Central Govt. has agreed to pay dearness allowance on the Transport Allowance. It is surprising to note that when the tpt. allowance is an allowance and not the pay, the dearness allowance is permitted on it, but the MSP is the Pay, yet, it is not considered for the purpose. Hence, the Govt. must reconsider its decision to pay dearness allowance on MSP as well as, it must be included to calculate increments w.e.f. 01 Jan 2006 please.
    12. In view of the foregoing, an earnest appeal is made to the Prime Minister, Defense Minister, Finance Minister and all other authorities to do justice to the Defense Officers and PBOR of all the three services to look into the matter judiciously, restore their status and dignity and give them their due as suggested below:-
    (a). In the cases of Lt. Generals, Lt. Colonels and PBOR, as taken up by the Chiefs of three Defense Services.
    (b). In the case of the officers of the rank of Majors and equivalent ranks of all three services, the Grade pay of Rs. 7600/- be given.
    (c). In the case of the officers of the rank of Captains and equivalent ranks of all three services, the Grade pay of Rs. 6600/- be given.
    (d). In the case of the officers of the rank of Lieutenants and equivalent ranks of all three services, the Grade pay of Rs. 6100/- be given.
    (e). Give full pay, allowances and Grade Pay to all the Officers and PBOR of Defense services during the period of their initial training as is being done in the case of other Central and State Govt. Officials.
    13. If suggestions recommendations above are accepted, it is assured that it will have great impact to raise the morale of Defense Services Personnel and attract desired, rather better talents to join Military Services, thus huge vacancies of officers existing since long will be made up. This will prove to be in the best interest of the nation and national security.

    Black Diwali for Defences Forces
    It is quite unfortunate that FM is saying that he has No budget to pay the defence forces, who never question when ordered for duties including laying their lives for the nation. There was time when “Jai Jawan; Jai Kisan” was the NARA today it is shame full on part of finance ministry to degrade the forces in such manner, just because forces have No ballot power. Kindly notice that if it is ballot power which elect the Govt then it is the bullet power which keeps us safe and secure. I request the Govt to take a holistic view and act in positive manner before it is too late. At present hardly any quality youth is joining the forces, if such degradation is allowed, imagine what will happen in years to come. It is not only the question of person presently serving the force, they will go out shortly as 80% of serving Lt Col have already put up there papers for pre mature retirement and just waiting for final decision on CPC. Kindly reconsider and let us not down the defence forces and the nation as whole.

    The disparity in the pay scales is but natural. This is because the Finance Ministry and the Government as a whole never thought for the armed forces. It is to the more positive side that 80% of LT colonels and equivalent have put up papers. It should be also as the armed forces have nothing to offer. In the event of national calamity there are not going to be pilots left to fly planes such as IL-76,AN-32 on rescue missions,as the airforce pilots are getting better and high paying jobs outside. Moreover the nation as a whole is peace loving so there is not going to be war.Secondly our democracy does not have the wherewithall to take on a war or do something in lines of Israel. AAs it requires a lot determination ,grit and courage of conviction.WHich neither our corrupt politicians have nor our service chiefs.The service chiefs are in it for leverage to get posts after their retirement because they have made enough money in the post. Specially the Naval Chief the most corrupt and serving personality.Only solution is for people in the armed forces to start putting up papers and stop wasting time on what and why they did not get this and that.Leave so that you can do something for oneself outside. As for the nation our nation does not need armed forces actually. If there is war our politicians can buy the war with money they have hoarded. Our economy is pretty rich. Lastly the nation as a whole has no respect nor respite for armed forces.The requirement and necessity for something arises only after you have lost it and you require it at the time of need and you will not have it then,Then also our great buereaucrats and politicians will not be effected as its the poor man and tax payer who will pay the price.

    All officers are crying after getting so much amount but no bady thinking abour poor PBORS without seeing and asking to them falls statement they are giving “PBORS are happy but go to them and ask realy they are happy then you come to know what are the Proble persist with their pay structur. Specially with the X Group Sgt/Havaldar.

    COMMENTS ON BLOGS.
    1. I may mention that it is well known to all that the service conditions of the defense personnel are highly precarious, rough, tough, hard, grueling, arduous, ruthless, strenuous, severe, brutal, vigorous, rigorous, exhausting, backbreaking, troublesome, horrifying, scary, petrifying, risky, terrifying, frightening, harsh, perilous, death-defying, dangerous, hard-hitting, insecure, hazardous, treacherous, terrorizing, and unsafe. It is due to these service conditions, the real talents do not come forward to join the defense services and the present huge deficiency which is prevailing since decades, will never be made up and the present huge deficiency will never be made up unless necessary steps to give them attractive pay, allowances, perks and benefits in various forms are taken during their service as well as after retirement.
    2. What are the places where forces are not deployed? They are deployed, not against the foreign enemies alone, but they are utilized against the enemies within the country, counter insurgencies, against militants, terrorists and remain stand-to for 24 hours. They are deployed even during all the natural calamities. The entire nations recognize the work and services of defense forces accept a few of the anti-nationalist, who may keep casting aspersion against defense forces and its officers.
    3. Further, it is brought out that in addition to unfavourable service conditions of defense personnel; a wide disparity exists between civil services officers and defense services officers. In fact, it is due to this disparity also, the real talents do not come forward. This disparity can only be removed by giving them the higher pay to defense officers and PBOR commensurately to their counterparts and prevailing service conditions.
    4. It may be noted that the defense services persons, while putting across their version on pay parities, they are not against the IAS officers, Para Military Services officers or any one else. Rather, they are happy to note that all these officers have been given their due.
    5. Should all these civ officers must not realize as to why the defense persons should not be given their due and their status should not be maintained. It seems, all these officers are happy, only if the defense services are completely, ignored and neglected. Is it their intelligence to use abusive language for the Chiefs and all defense officers? In fact, their blogs must not be published. Wherever, it is done, these must be deleted.
    6. It is a fact that our is a democratic county and every one has right his views, no one has any right to use filthy language against any one or demean any one or cast idiotic aspersions against any one. It seems, anyone doing so, is not only the enemy of defense forces, rather, they are the enemies of the nation/country, who are trying to demoralize the forces. I do not think any one in such persons’ generations has ever thought of joining the forces nor will they ever do. It gives impression as if such persons do not need pay; presumably, they could have amassed unaccountable wealth, the means for which could be best known to them.
    7. It is felt, any one writes such comments against defense forces persons are the traitors and wants the defense forces to remain demoralized thus, weaken the nation. Rather such comments are against the national security and such persons must be brought to book.

    totally it was a black diwali for all defence pensioners, no one is bother to look into the pensioners as no defence pensioners received any arrears till to date
